The Commission on Elections (COMELEC) promulgated on 14 December
2012 Resolution No. 9578 entitled “In the matter of Amending Resolution No. 9567 dated December 4, 2012 Re: Policy to be Adopted for Overseas Voters who Failed to Vote Twice for the Purposes of the May 13, 2013 National and Local Elections”, to ensure that the 238,557 Overseas Absentee Voters (OAV) who failed to vote twice are given sufficient time and opportunity to file their manifestation of intent to vote and thereby be able to exercise their right of suffrage in the May
13, 2013 National and Local Elections.
The Resolution extends the period for the filing of manifestation of intent to vote of OAVoters who failed to vote from 21 December 2012 to 11 January 2013.
The List of OAVoters who failed to vote in two (2) consecutive elections can be found in both the COMELEC website ( http://www.comelec.gov.ph/ oavluploads/pdfloav_/ists/FailedToVoteTwice.pdf) and the DFA-OAVS website (http://dfa-oavs.gov.phlimageslpdflfailedtovote.pdf).

Comelec Resolution No. 9578
WHEREAS, on December 4, 2012, the Commission promulgated Resolution No.
9567 prescribing the policy to be adopted for voters who•failed to vote twice;
WHEREAS, concerned overseas voters are given until December 21, 2012 to file their manifestation of intent to vote before their nams will. be deleted from the National Registry of Overseas Absentee Voters (NROAV);
WHEREAS, to ensure that the 238;557 Overseas Absentee Voters who failed to vote twice are given sufficient time and opportunity to file iheir manifestation of intent to vote and thereby be able to exercise their right of suffrage in the May 13, 2013 National and Local Elections, there is a need to extend the deadline of filing• of.the manifestation of intent to vote;
NOW THEREFORE, the Commission En Bane, RESOLVED, as it hereby RESOLVES to extend the period of filing of the manifestation of intent to vote of overseas absentee voterswho failed to vote twice from December 21, 2012 to January II, 2013.
Let the Education and hiformation Department cause the immediate. publication of this
Resolution in two newspapers of general circulation.
