There has been an earlier announcement by the Department of Justice that thousands of prisoners would soon be released because of a recomputed Good Conduct Time Allowance (GCTA) approved by the Supreme Court.
High profile inmate Antonio Sanchez is among those expected to benefit from the new law RA10592.
However, unconfirmed reports by his neighbours in Calauan Laguna indicate that the killer rapist is already home.
What is more shocking is the announcement made by Justice Secretary Menardo Guevarra that the new law is not “only prospective but also retroactive.”
Sanchez was to serve seven terms of 40 years for a total of 280 years for the rape and murder of Eileen Sarmenta.
